On the continuing incidents of violations of quarantine phytosanitary requirements for the import of the Russian Federation of regulated products from Europe

The Federal Service for Veterinary and Phytosanitary Surveillance regret to say that, despite the time constraints imposed on imports of certain types of regulated products from the EU and the promise of European Commission Directorate General for Health and Consumer Protection to improve the system of quarantine phytosanitary control exported from the territory of EU regulated products, suppliers to the Russian quarantine products in violation of international and Russian phytosanitary requirements are systematic.

For example, in the summer, which is the most favorable for establishment of quarantine facilities already mentioned 29 cases of detection of quarantine facilities for Russia, such as the western (California) flower thrips, golden potato cyst nematode, the Mediterranean fruit fly, Oriental Fruit Moth in products imported from EU countries on the territory of Russia.
National Organization for Plant Protection in some European countries, apparently, cannot explain to the participants of foreign economic activity of at what kinds of products on importation into Russia may need to phytosanitary certificate does not help in this process nor the publication on the site of Rosselkhoznadzor and the Eurasian Economic Commission list regulated products, nor the numerous letters Rosselkhoznadzor aimed at, among other things, through the Ministry of Foreign Affairs of Russia. Regulated products of high phytosanitary risk continues to flow into Russia without a phytosanitary certificate for once again excelled Netherlands.

Thus, in the early summer planting (14 trees) from the Dutch Royal Palace Museum «Het Loo» Amsterdam) was sent to the Russian Federation without his control on the territory of EU Member States (the Netherlands - the country of shipment and Estonia - a country through the checkpoints which planting material entered the territory of the Russian Federation), and unaccompanied by a phytosanitary certificate issued by the National Organization for Plant Protection of the Member States.

This raises a legitimate question. If the European Union is to improve the system of quarantine phytosanitary control, where the results?
